Inaugural Research Agenda

The Council's first program of research and reports is in development. Two areas of focus have been set -- each chosen for its consequence to the direct care workforce and for the Council's distinct capacity to contribute.

Focus 01

Federal & State Regulatory Policy

Systematic analysis of the regulatory environment governing the direct care workforce across federal agencies and the fifty states.

  • Training and certification requirements across jurisdictions
  • Medicaid reimbursement structures and rate adequacy
  • Licensure, scope-of-practice, and credential portability
  • Regulatory burden and its effect on workforce supply
Focus 02

Rural Health

Examination of direct care access, recruitment, and retention in rural and frontier communities, where workforce shortages are most acute.

  • Geographic distribution of the direct care workforce
  • Rural recruitment, retention, and wage dynamics
  • Transportation, distance, and service-delivery barriers
  • Models for sustainable rural care delivery
